Scroll cases, golders, noteboxes, letter cases, etc, are all various forms of a limited transfer site enabling people to send letters or very small objects by magic. (Objects tend to drag, or use extra magic.) Scroll cases are enchanted in pairs, or with other cases. You can get as complicated a network as you have money for, but the fact remains: one piece of paper is still a single piece of paper and can thus be conveyed to only one recipient at a time.

There are two ways to send a message to everyone: illusion, or relaying the same paper from case to case.
